And to be honest, our answer is usually some version of: “Maybe… but only if you know what you’re doing.” That’s because local driving rules can be confusing, checkpoints unpredictable, and the whole experience more stressful than relaxing.

But now, there’s a new tool that changes the game: the Tourist Mobility Pass.

This free digital permit makes renting a car in Cancun, Playa del Carmen, Tulum, and the rest of Quintana Roo much easier—and safer. It helps tourists avoid hassle at checkpoints, makes it clear you’re a legitimate visitor, and gives you confidence to hit the road.

In this guide, we’ll explain exactly how the Tourist Mobility Pass works, why it exists, how to apply, and everything else you need to know before you get behind the wheel in paradise.

What Is the Tourist Mobility Pass?

The Tourist Mobility Pass (Pase de Movilidad Turística) is a free digital permit designed for tourists who rent cars in Cancun, Tulum, the Riviera Maya, and all of Quintana Roo. The pass allows tourists to drive freely through the state, even through security checkpoints, without worry or confusion.

This initiative was originally rolled out in 2024 to help prevent misunderstandings between law enforcement and tourists on the road. Now, in 2025, it’s been expanded across the entire state of Quintana Roo, making it even more useful.

In short: it’s your official “get out of awkward situations” pass for the road.

There’s been growing concern over the years about tourists being stopped at random checkpoints and being asked for documentation they didn’t know they needed—or, in some unfortunate cases, being taken advantage of.

The Tourist Mobility Pass helps to eliminate these situations by:

  • Clearly identifying rental vehicles operated by tourists

  • Providing law enforcement a quick way to verify your tourist status

  • Giving travelers peace of mind when driving

  • Helping reduce the potential for corruption or miscommunication

It’s also a win for local authorities, making it easier for them to spot non-compliant drivers or distinguish between residents and visitors.

Is the Cancun Tourist Mobility Pass Free?

Yes! The Tourist Mobility Pass is 100% free—no hidden fees, no processing costs, and no “tourist tax” tucked in later. This is a state-sponsored initiative designed to protect and support travelers, not profit off them.

All you need is a few minutes to fill out the online form at GuestAssist.mx, along with your basic travel and rental car information. Once submitted, your QR code will be issued instantly. No waiting, no hassle.

So if you were wondering if there’s a catch—it’s not too good to be true. It really is free, fast, and worth it.

Who Needs the Tourist Mobility Pass?

If you’re:

  • Visiting Cancun, Playa del Carmen, Tulum, Cozumel, Isla Mujeres, Bacalar, or anywhere in Quintana Roo

  • Renting a car while on vacation

…then you should register for the Tourist Mobility Pass.

Whether you’re cruising down to a hidden cenote, exploring Mayan ruins, or just want the freedom of your own wheels instead of relying on shuttles or taxis, this pass is for you.

Is the Pass Required by Law?

Technically, no—it’s not mandatory. You won’t get fined for not having one. But here’s why you still want it:

  • It speeds up interactions with police or military at checkpoints

  • It shows you’re an informed tourist who is following local guidelines

  • It reduces the chance of being targeted for bribes or extortion

  • It’s 100% free, takes only a few minutes to apply for, and gives you peace of mind

So while it’s not required, it’s highly recommended. Think of it like wearing sunscreen—technically optional, but why would you risk it?

How to Apply for the Tourist Mobility Pass for Cancun & Tulum

Getting your pass is extremely easy!

Step 1: Download The Official Quintana Roo Guest Assist App

Step 2: Navigate to the “Mobility Pass” Section

Click the section for the Tourist Mobility Pass to start your application.

Step 3: Fill Out the Form

You’ll need to enter:

  • Your full name

  • Passport number

  • Dates of your visit

  • Car rental company name

  • Rental license plate number

  • Your hotel or accommodation

 

Step 4: Save Your QR Code

After submitting, you’ll receive a QR code via email, and a copy of it will also be saved inside the Wallet section of the Guest Assist app. 

What Does the Mobility Pass Actually Do?

The pass serves three main purposes:

  • Proves you’re a tourist: Helps local authorities identify rental cars used by legitimate visitors.

  • Streamlines checkpoint stops: Quickly verifies your tourist status if pulled over.

  • Prevents miscommunication: Keeps things smooth, even if your Spanish isn’t fluent.

It’s a tool for making your drive smoother, not a travel document or license replacement.

Important: This Is Not a “Get Out of Jail Free” Card Let’s clear something up—while the Tourist Mobility Pass makes driving in Quintana Roo safer and more convenient, it does not exempt you from obeying the law.

You’ll still need to:
- Follow speed limits
- Obey road signs
- Never drink and drive
- Avoid distracted driving

The pass doesn’t protect you from tickets, fines, or arrest if you break the rules. Think of it as added safety—not immunity.

What Happens if I’m Stopped at a Checkpoint in Cancun or Tulum?

Checkpoint stops in Mexico are common and routine.

If you’re pulled over:

  1. Be calm and courteous

  2. Show your license, passport, and rental documents

  3. Present your Tourist Mobility Pass QR code

  4. Wait for them to scan or verify

In most cases, you’ll be back on the road in under a minute.
